Rockhampton Regional Council is seeking a collaborative Manager to lead our Civil Operations section.
As Manager Civil Operations, you will play a pivotal role in the planning, delivery, monitoring and evaluation of road and civil infrastructure projects, whilst also undertaking stakeholder consultations and engagement with industry, to keep abreast of trends and implement better practice solutions across the region.
You will clearly articulate the direction for the team and oversee performance to drive and ensure a safe and productive operation that delivers consistent and quality civil construction and maintenance activities across the region.

How You’ll make an Impact
As Manager Civil Operations, you will:
- Lead a multidisciplinary team across civil infrastructure planning, both urban and rural, capital works delivery teams and maintenance delivery teams.
- Drive integrated planning and service delivery aligned with Council’s Corporate Plan.
- Drive change and inspire a high-performing team and foster a culture of accountability and customer focus.

This position requires the completion of a satisfactory Criminal History Check - Police Certificate (Australia Wide Name Only Police Check).
To thrive in this role, you’ll have
- Proven executive leadership with the ability to lead, mentor, and develop a high-performing, results-driven team.
- Demonstrated project management expertise, including driving organisational change and prioritising safety to ensure successful implementation of WHS programs and systems.
- Tertiary qualifications in Civil Engineering (or an approved equivalent).
- Registered Professional Engineer Queensland (RPEQ) accreditation.

Demonstrate your ability to lead a multidisciplinary department responsible for civil infrastructure planning, urban and rural capital works programs, and maintenance works programs. Provide examples of how you have integrated diverse functions to achieve strategic objectives and deliver sustainable outcomes.
- Operational Management and Service Delivery
Outline your experience in managing complex operations. Highlight your capability to; develop and implement fiscally responsible business plans, achieve performance objectives within budget and timeframes, and drive continuous improvement initiatives that enhance service delivery and operational efficiency.
- Stakeholder Engagement and Community Development
Describe your approach to engaging with Councillors, community groups, and external stakeholders. Include examples of how you have influenced decision-making and policy outcomes, strategies you used to build trust and maintain strong relationships, and initiatives that delivered services aligned with community needs and expectations.
- Leadership Capability and Cultural Alignment
Demonstrate how your leadership style aligns with Council’s Leadership Capability Framework, including building trust, enabling change, delivering results, and fostering personal growth. Provide examples of how you have led organisational change and supported professional development.
- Knowledge of Local Government and Legislative Frameworks
Provide evidence of your understanding of local government operations, relevant legislation, and regulatory environments. Explain how this knowledge has informed your strategic decision-making, compliance practices, and ability to navigate complex governance requirements.
