Our team

Southern Positioning Augmentation Network (SouthPAN) team is the section within the Positioning Australia Branch of the Space Division at Geoscience Australia. SouthPAN is responsible for the joint initiative between Australia and New Zealand that will be the first in the southern hemisphere to create a Satellite-Based Augmentation System (SBAS) which will provide greater positioning and navigation services in Australia, New Zealand, and its maritime region. The role

The SouthPAN Delivery Manager (SDM) is a role in the SouthPAN Section in the Positioning Australia Branch and is responsible for the management of the SouthPAN implementation. The role maintains a strong relationship with Geoscience Australia’s delivery partner Land Information New Zealand, supporting a joint delivery and operation of SouthPAN.

This role is responsible for managing a large technical program that includes a major commercial engineering contract and several technical and infrastructure projects associated with it, delivered across multiple organisations and countries. The role will be responsible for the overall project management function, providing leadership and integration to improve the consistency and efficiency during the entire lifecycle of the program implementation and sustainment.

The SDM is the key point of liaison between the prime contractor, Geoscience Australia and Land Information New Zealand. The SDM will manage the relationship between the project partners and the contractor and key external stakeholders essential for delivery of the programs’ strategic objectives. The SDM will manage and coordinate cross-program collaborative activities; including virtual teams located across Australia and New Zealand and will ensure consistent high-quality communication and reporting between the entities responsible for delivering the SouthPAN system.

The SDM is responsible for providing strategic and operational support, including operational reporting, risk and issue tracking, and quality control around delivery of the SouthPAN system. The role will lead a virtual project team of around 28 staff including engineers, project management and technical experts, from both Geoscience Australia and Land Information New Zealand, responsible for delivery and assurance.

In this role you will:

  • Work with a high level of autonomy
  • Utilise your knowledge and experience in delivering complex engineering infrastructure in the defence, space, aerospace or government sectors to manage and deliver SouthPAN.
  • Establish and maintain a standard set of practices, processes and templates for managing projects consistently and efficiently to reduce project related risks and costs.
  • Collect, consolidate and analyse program and project data to support effective decision making and governance.
  • Monitor and report on compliance with established standards to ensure the program adheres to agreed standards.
  • Program and project management, assurance, record keeping and documentation, change management, facilitation and negotiation during the entire lifecycle of program implementation and sustainment.
  • Manage interdependencies and balance competing demands to ensure objectives are delivered.
  • Manage change in scope, risks and issues, and devise contingency plans
  • Deliver the SouthPAN project within milestones and in line with the GA-LINZ On-Supply Agreement
  • Build and lead a multi-disciplinary virtual project team across Australia and New Zealand, which comprises around 30 people
  • Ensure the team works in partnership with the delivery teams in GA, LINZ and the prime contractor
  • Manage relationships with stakeholders to achieve project and agency goals; anticipate and respond to stakeholder needs and expectations
  • Oversee Quality Assurance across the program, including initiating reviews or audits (both technical and management-based)
  • Oversee monitoring and evaluation functions and ensure they are effectively managed
  • Engage and manage consultants and contractors to support the delivery of SouthPAN.
  • In consultation with the SouthPAN Contract and Commercial team oversee the development and management of contracts and agreements and ensure compliance; oversee the use of service providers, including contractors and consultants.

To be successful in the role you will:

  • Construct project plans that have clear and appropriate goals, timeframes and budgets; anticipate change and build contingencies into plans
  • Evaluate projects and business processes to understand critical factors for success; engage in and encourage others to contribute to continuous improvement monitor progress against plans
  • Monitor projects against plans; manage priorities and agree on adjustments to milestones as required; anticipate problems and takes steps to minimise or prevent them; proactively escalates issues that have not been controlled to ensure work remains on track
  • Consult internal and external experts; tap into their technical and professional knowledge and experience to improve work outcomes
  • Regularly seek feedback from stakeholders to gauge their satisfaction; act to ensure work is delivered to a high standard
  • Build and sustain long-term relationships; liaise with a range of stakeholders including other teams, peers and colleagues across the organisation, and in other organisations
  • Foster teamwork by working collaboratively and cooperatively; encourage and reward those behaviours in others
  • Nurture a long-lasting partnership between GA and LINZ leading to a mutually beneficial outcome for the project
  • Make time for people despite competing priorities; provide guidance and offer full support when required
  • Provide clear, constructive and timely feedback (both positive and negative) in a manner that encourages learning and achieves any required resolution
  • Recognise that others have different views and experiences, explore their contributions and capitalise on the differing perspectives
  • Adhere to the APS Values and Code of Conduct and consistently behave in an honest, ethical and professional way.

Required skills, knowledge, experience and/or qualifications

  • Project management qualification / accreditation such as PMP / PRINCE2 Practitioner
  • Value individual differences and diversity, and have an inclusive and adaptive leadership style.
  • In depth knowledge of Project Management Frameworks, SDLC
